How Texas TANF works, and what the income chart actually says
Who runs it. Texas runs TANF centrally, through the Texas Health and Human Services Commission. There is no county-level decision step: the same agency takes the application and decides it, statewide.
Who it is for. HHSC states TANF is for families with children ages 18 and younger, and defines a family two ways: parents and their children, or relatives caring for related children. That second route is the one grandparents and other relative carers most often do not know exists.
How Texas decides. HHSC says three things are used to see whether a family can get TANF: the amount of money the family has, the value of what it owns or is paying for, and what it pays for child care and child support. Those last two are deductions people routinely forget to report, and they change the answer.
