What this program does
A VR counselor evaluates eligibility, vocational needs, strengths, priorities, and informed choice. The counselor and participant develop an Individualized Plan for Employment that lists the employment goal, approved services, responsibilities, providers, and progress measures.
- Vocational counseling, assessment, job-search assistance, placement, and follow-up.
- Training or education when necessary for the approved employment goal.
- Assistive technology, rehabilitation technology, transportation, job-site supports, or disability-related services when authorized.
- Supported employment and transition services for eligible students and youth.
Who may be eligible
Eligibility is decided by Texas Workforce Commission Vocational Rehabilitation Services or the agency it assigns to review applications. The points below are a practical screening guide, not an eligibility decision.
- Have a physical or mental impairment.
- The impairment creates a substantial impediment to employment.
- Require VR services to prepare for, secure, retain, advance in, or regain employment.
- Be able to benefit from VR services in achieving an employment outcome; the agency makes the formal decision.
Do not delay an application only because you are unsure about one rule. Ask the official program to screen the complete facts, and request a written notice if it denies or limits services.
Documents to gather
Exact paperwork varies by applicant and the agency may request more. Start with copies rather than giving away originals unless the agency specifically requires one.
- Identity and contact information.
- Medical, psychological, school, therapy, or disability records already available.
- Employment history, résumé, education or training records, and vocational interests.
- Information about current benefits, transportation, accommodations, assistive technology, and barriers at work.

How to apply
- Contact Texas Workforce Commission VR through the official program page or local office.
- Complete the application and intake interview and sign releases for relevant records.
- Participate in eligibility and vocational assessments.
- If eligible, work with the counselor to select an employment goal and write the Individualized Plan for Employment.
- Use only services and providers authorized in the plan and report progress or problems promptly.
If an online form fails, use the listed telephone, mail, or local-office option. Ask for an accessible format, interpreter, relay service, or other reasonable accommodation when needed. Never pay a third party merely to reach a free government application.
What happens after you apply
The counselor issues an eligibility decision and, if eligible, develops the employment plan with the participant. Service timing depends on assessment, plan approval, provider availability, and any order-of-selection rules in effect.
- Keep appointments and explain accommodation needs in advance.
- Get written authorization before buying a service or device if reimbursement is expected.
- Report changes in work, school, health, address, benefits, or employment goals.
Processing time is not guaranteed unless the official program gives you a deadline in writing. Respond promptly to requests for proof, but keep a copy of everything. If your address, telephone number, household, health, work, school, or care needs change, report the change through the official channel because it may affect the decision or priority.
If you are denied, delayed, or disagree
Ask for written notice if TWC finds you ineligible, closes the case, or denies a requested service. The notice should identify review, mediation, or hearing options and deadlines.
Read the notice for the exact deadline and method. Ask for the reason, the rule used, and a copy of the record or assessment when available. Submit an appeal, hearing request, grievance, or reconsideration through the channel named in the notice; calling customer service alone may not preserve appeal rights. Important limits and mistakes to avoid
- VR is not general income assistance and does not guarantee a job.
- A requested school, vehicle modification, device, or service must be necessary and approved for the employment plan.
- Do not quit work or enroll in costly training based on an assumption that VR will pay.
Program names that sound similar can have different financial, medical, service, residency, discharge, or enrollment rules. Confirm that every form and portal belongs to the program on this page.
