PA Department of Military and Veterans Affairs (DMVA)

Disabled Veterans Real Estate Tax Exemption
Qualifying veterans get a full exemption from real-estate property tax on their principal home. You must have a wartime-period service, an honorable discharge, PA residency, and a 100% permanent service-connected disability (or total disability from unemployability, or service-connected blindness/paraplegia/loss of two or more limbs). A financial-need test applies — as of 2025 there is a rebuttable presumption of need for incomes at or below roughly $114,600 (the threshold adjusts periodically). Surviving spouses may qualify. Emergency help, education & pensions
- Veterans Temporary Assistance (VTA): temporary monetary help (food, shelter, fuel, clothing, medical) — up to $1,600 in a 12-month period. Apply via your County Director. DMVA programs.
- Educational Gratuity: help toward education (up to $500 per term, up to eight payments) for children age 16–23 of veterans who are 100% permanently disabled or died in service. Educational Gratuity.
- Blind Veterans Pension (about $150/month) and the Amputee & Paralyzed Veterans Pension — monthly state pensions for qualifying service-connected conditions. Veteran pensions.
State homes, jobs, licensing & burial
- Six PA State Veterans’ Homes provide long-term/skilled nursing care (Philadelphia, Scranton, Hollidaysburg, Erie, Spring City, Pittsburgh). PA Veterans Homes.
- Veterans’ preference in state civil-service hiring (extra points and, within the Rule of Three, a mandatory appointment preference). Civil Service veterans.

Free accredited veterans help
Start with the PA Department of Military and Veterans Affairs above. If you want someone to prepare and file your VA claim with you, use an accredited representative. Help from an accredited veterans service organization representative is always free. An accredited attorney or claims agent may charge a fee, but only after VA has decided your initial claim, and only with a signed fee agreement and VA Form 21-22a on file. VA warns that someone who is not recognized by VA cannot legally help you with a VA benefit claim — so check accreditation before you share personal or military records.
